It's Rabz! She's cosplaying Sun, aka the male protagonist from Pokémon Ultra Sun & Ultra Moon!

When I saw the male protagonist's design from Ultra Sun & Ultra Moon,
his outfit looked rather cute, so I had the idea of making a similar outfit for Rabz.

She's looking cuticool here! ;)
