Style Savvy: Styling Star is now available for Pre-purchase on the 3DS eShop!
Bad news, it's $39.99, which is above Fashion Forward's price, and the amount I have. :(
If I'm able to add more money, and pre-purchase it, I'll let you all know, and update this post!
UPDATE: I successfully pre-purchased the game! If you have not yet pre-purchased it, or just waiting to get it on the release date, good luck!
